These dogs are from the Puppymill that Moe and Milly came from.  These are the last of the dogs that were removed when this hell hole was closed down.  The little Maltese girl in the 3rd row , died in her sleep a week after she was saved.  The Pug in the next to last row had two dead puppies in her from her last litter she had while she was there.
